Councilmember <br /> <br />moved the adoption of the following findings of fact: <br /> <br />PROPOSED FINDINGS OF FACT <br /> CONDITIONAL USE PERMIT <br /> PIN 17-32-25-24-0001 <br /> 8404 161ST AVENUE N.W. <br /> October 30, 1990 <br /> <br />That Charles Delaney, hereinafter referred to as "Applicant", has properly applied for a <br />conditional use permit for a compound type facility to include a commercial dog kennel <br />operation and more than one residential slyucture on the subject lot of record. <br /> <br />That the Ramsey Planning and Zoning Commission conducted a public hearing pursuant to <br />Section 170.013D of the Ramsey City Code on November 7, 1990 and that said public <br />hearing was properly advertised and that the minutes of said public hearing are hereby <br />incorporated as a pan of these findings by reference. <br /> <br />0 <br /> <br />That the subject property is located in the R-1 Rural Residential District and is eighty (80) <br />acres in size. <br /> <br />That the subject property is bounded on the north, south and east by R-1 Rural Residential <br />zoning and on the west by Planned Unit Development. <br /> <br />That Section 170.015F of the Ramsey City Code states that there shall not be more than <br />one main building on any one lot, except as may otherwise be provided therein. <br /> <br />That the subject property currently exists with three residential structures (two year around <br />homes and a summer cabin), which are considered to be main buildings. <br /> <br />That the Applicant is proposing to construct a fourth residential structure on the subject <br />property and convert one of the existing residential structures into living quarters for <br />employees. <br /> <br />That a commercial dog kennel has been maintained and operated on the property since <br />1926, and is considered a pre-existing non-conforming use in the R-1 Rural Residential <br />District. <br /> <br />That Section 170.015 H (Non-Conforming Uses) of the Ramsey City Code states that non- <br />conforming uses may continue to exist until they are expanded, at which time they must <br />conform to City Code. <br /> <br />10. <br /> <br />That the Applicant has indicated that the commercial dog kennel has expanded since it's <br />inception and currently consists of 3 kennel buildings that will accommodate a maximum of <br />200 dogs. <br /> <br />11. <br /> <br />That the Applicant has submitted a site plan that also indicates that there are 3 accessory <br />structures on the subject property; 2 pole barns and a horse barn. <br /> <br />12. <br /> <br />That there is one (1) other similar conditional use for a commercial dog kennel in the R-1 <br />Rural Residential District in the City of Ramsey. <br /> <br />13. <br /> <br />That them is one (1) other similar conditional use for more than one main building on a lot <br />of record in the R- 1 Rural Residential District in the City of Ramsey. <br /> <br /> <br />
