Councilmember Sorteberg replied <br />that this would be the first incidence of a residence located above a <br />business. Councilmember Cox inquired as to how the situation would be <br />handled if at a future date the business were sold, but not the residence; <br />how would taxing be handled; although i~ is ncc reason co deny, <br />appropriate to encourage a[rpor~ develo~ent and ~hen encourage residential <br />deveto~ent $n that same area; ~he request is not cons[sten~ vi~h <br />ordi~nces and has ~he potential ~o crea~e probl~s in ~he future; ~he <br />has been restricting businesses fr~ locating in residential areas and <br />would be inconsistent to encourage the opposite. Councilmember Cox <br />stated that there isn't much poin: in encouraging Menkweld's PUD for <br />residential/commercial development if the City is going :o allow <br />residential dewelo~ent in co~ercial areas. Councilmember DeLuca <br />that e~e businesses lend thyselves to an on-si:e residence, i.e., motels; <br />Lundeen's applica:ion states the basic reason for the reques: is for <br />security reasons. Mr. Lundeen explained that often his customers harass <br />employees and d~age his property; he could get ~o the problem quicker if <br />he lived on site; video stores are the biggest target for thefts. <br />Councilm~ber Cox stated that many businesses haws securit7 problems; <br />Council van:s Mr. Lundeen's business in ~amse~ but alloying the request <br />will mean that the City better prepared to approve every other similar <br />request; why should the city send Mr. Menkweld's PUD proposal through the <br />hoops if developing residences in co~ercial areas is going :o be altoved. <br />Mr. Lundeen no,ed that ~. Dale ~irz has a residence above his nursery. <br />Ms. Norris explained that because of Mr. ~irz' nursery business, he <br />classified a~ricultural and exempted fr~ no~al city pe~ittin~ processes. <br />Councilmember DeLuca stated that another concern of his is how this request <br />relates to the Eighway ~10 Corridor Stud~ iu process at this point; <br />all~ing Mr. Lundeen's request may put the City at a disadvantage <br />respect to benefitting fr~ that study. Ms. ~orris noted that ~he study <br />completion date is estimated as OctOber or ~owember of this year. <br />Councilm~ber DeLuca stated that because of the ~. ~10 study in progress <br />and not wanting to create more problems, he is opposed to Mr. Lundeen's <br />request. Mr. Lundeen stated that unlike many others, he newer approached <br />the City for assistance in locating his business in Ramsey; that if his <br />request is not approved, he will sell and locate his business elsewhere; <br />the City puts up with the dump and it's a worse situation than a residence <br />above a business; there is another person in Kamsey living above his <br />business; the City approves beauty shops in residential areas <br />creates more probl~s than a residence in a co~ercial area. <br /> <br />Mayor Reimann called for a roil call vote: <br /> City Council/Hay 26, 1987 <br /> <br />?age 15 of 21 <br /> <br /> <br />
