MN Rule 7005.0470 allows up to a 20% opacity; a maximLlm of 60% <br />opacity is permissible for four minutes in any 60 minute period and a <br />maximum of 40% opacity is permissible for four additional minutes in <br />any 60 minute period. <br /> <br />Fugitive Emissions (MN Rule 7005.0550) <br /> <br /> This rule requires reasonable measures that may be required to <br />prevent particulate matter Erom becoming airborne. <br /> <br />Odorous Emissions (KN Rule 7005.0900-7005.0930) <br /> <br /> This rule states that no person shall allow emissions into the <br />ambient air of odorous air contaminants in excess of the standards and <br />parameters of part 7005.0920. This part states that the odor source of <br />less than 50 feet elevation above grade or otherwise failing to create <br />good dispersion conditions as determined by the Agency shall not emit <br />more than 25 odor concentrations. <br /> <br /> An odor concentration unit is the number of standard cubic feet <br />of odor-free air needed to dilute each cubic foot of contaminated air <br />so that at least 50% of the odor concentration test panel does not <br />detect any odor in the diluted mixture. <br /> <br />Visible Emissions (MN Rule 7005.1120) <br /> <br /> This rule states that no owner or operator a a new emission <br />facility shall cause to be discharged into the atmosphere from the <br />facility any gases which exhibit greater than 20% opacity. <br /> <br /> It is our conclusion that the above information with our <br />submittal on September 7, 1990, justifies the operation of two <br />aluminum furnaces and that the emission test parameters be changed to <br />test only for particulates and opacity. <br /> <br /> Aluminum Recycling Co., a competitor of the Permit Holder, is <br />required to test for only particulates, opacity and sulfur dixoide on <br />s frequency when and as directed by the Director of the Division of <br /> ..' Quality of the MPCA. The sulfur dioxide test parameter is required <br />Decause they burn waste oil.
