The .Permit Holder agrees to screen the aluminum <br />processing facility from any public street. The Permit Holder <br />shall submit a screening and landscape plan to the City <br />Engineer for approval prior to commencing processing <br />operations. Such screening shall be achieved using grading, <br />landscape elements, and/or plant materials which will achieve <br />up to 90% opacity. Supplemental screening of the Site may be <br />ordered by the City to comply with the then current screening <br />requirements for outside storage on industrial property. <br /> <br />Off-Street Parking. Off-street parking shall be provided such <br />that there is at least one parking space for each employee on <br />the maximum working shift plus three spaces for visitor <br />parking. <br /> <br />Surfacin~ of Work Areas. Ail storage areas, parking areas and <br />driveway areas shall be surfaced with bituminous or concrete. <br /> <br />Building Permits. No construction or remodeling of any <br />structures shall commence prior to the issuance of a building <br />permit by the City Building official and site plan approval <br />by the City Council. <br /> <br />The buildinq's electrical system must be inspected and brought <br />uD to code within 30 days of this CUP. An affidavit of <br />compliance shall be filed with the City within five workin~ <br />days after final inspection. <br /> <br />The permit holder shall petition for City sewer and water <br />within 30 days of the date of action on this CUP. In the <br /> <br />event that the petition fails,.the permit holder shall install <br />an on-site system or submit an alternative sewage handling <br />treatment plan for Council approval. <br /> <br />Scope and Conduct of Operations. The operations permitted by <br />this CUP may be performed on the Subject Property in confor- <br />mance with existing statutory and regulatory authority and <br />requirements of the City, Anoka County, Minnesota ("County"), <br />and the Minnesota Pollution Control Agency ("MPCA"). <br /> <br />Furnaces. This permit shall be issued allowing for the use <br />of two melt furnaces as described by the applicant in the CUP <br />application support information.
