Chairperson Shryock thanked the leader, Michelle, for coming to do a presentation and <br />remembering to include both cities. <br />5.02: 2013 — 2017 FIVE -YEAR CAPITAL IMPROVEMENT PLAN <br />Parks & Assistant Public Works Superintendent Riverblood presented that the purpose is to <br />present to City Council a Five Year Public Improvement Plan. He reviewed that they focused on <br />2013, the first year, although the plan is for five years of Capital Improvement Plan (CIP) to <br />correlate what the improvements are. It will go to Council in December or to the Finance <br />Committee. He explained that it is a planning document but does not authorize funding. He <br />explained that each project comes back and the funding source, timing and maintenance are <br />reviewed individually. He explained that many of the 2013 CIP items were in the 2012 plan. <br />He reviewed the funding sources. He gave a presentation of the projects. <br />Chairperson Shryock commented that the 2013 CIP items appear to be on track with what they <br />have been discussing as a Commission and with Council. She commented on key projects that <br />will be welcome changes, which are the Elmcrest Park Building, The Draw enhancements, <br />redevelopment of Central Park, and the trail connection from Alpine to Central Park. <br />Parks & Assistant Public Works Superintendent Riverblood commented that this is a draft for <br />them to review. He noted that the North Commons Park playground equipment was omitted <br />from the plan. He explained that the bid openings have occurred for the lots which is how the <br />playground will be paid for. He explained that the project has not been approved by Council at <br />this point. He explained that approval is anticipated on Tuesday. He commented that they may <br />work on two playground projects together for the cost savings. <br />Chairperson Shryock confirmed that the North Commons Park playground equipment would be <br />added to the 2013 CIP for $40,000. <br />Motion by Commissioner Olsen, seconded by Commissioner Fyten to recommend the 2013 CIP <br />with the addition of the North Commons Playground for the amount of $40,000. <br />Motion carried. Voting Yes: Chairperson Shryock, Commissioners Olsen, Fyten, and Bennett. <br />Voting No: None. Absent: Commissioners Barr, Chubb and Minke. <br />Chairperson Shryock commented that it will be an exciting year with a lot of helpful projects. <br />6.
