~,Transfer station" means an intermediate waste facility in which solid or haz- <br /> ardous waste collected from any source is temporarily ~eposited to await trans- <br /> portation to another waste facility (Minn. Stat., sec. 115A.03, subd. 3) <br /> <br /> "Unprocessed mixed municipal solid waste" means mixed municipal solid waste <br /> from which yard waste and identified recoverable materials have not been <br /> excluded and which has not been subject to a process v/nich oxidizes part or all <br /> of its organic component or any other process resulting in an organically <br /> stabilized residue. <br /> <br />"Unprocessible waste" means waste materials that cannot be source separated or <br />otherwise reclaimed for their material or fuel value. <br /> <br />"Waste flow designation" means a requirement by'a waste management district or <br />county that all or any portion of the solid waste that is generated within its <br />boundaries or any service area thereof and is deposited within the state be <br />delivered to a resource recovery facility identified by the district or county <br />(Minn. Stat., sec.115A.81, subd. 2). <br /> <br />"Waste district" means a geographic area extending into two or more counties in <br />which the management of solid waste is vested in a special district established <br />pursuant to provisions of the Waste Management Act {Minn. Stat., sec. 115A.03, <br />subd. 32). <br /> <br />"Waste facility" means all property real or personal, including negative and <br />positive easements and water and air rights, that is or may be needed or useful <br />for the processing or disposal of waste, except property used primarily for the <br />manufacture of scrap metal or paper. Waste facilities include but are not <br />limited to transfer stations, processing facilities and disposal sites and <br />facilities. <br /> <br />"Waste management" means activities that are intended to affect or control the <br />collection, processing and disposal of wastes. <br /> <br />"Waste reduction" is the process of reducing the amount of solid waste gener- <br />ated. It includes product reuse, increased product life, reduced material use <br />in product design, and decreased consumption of products. It also includes <br />activities such as mulching/backyard composting of yard waste. <br /> <br />"Windrow" means a method of centralized composting whereby materials are placed <br />in long rows and periodically turned. <br /> <br />"Wooden waste" consists of waste generated from tree trimming or cutting of <br />trees, and discarded lumber. The following items are included: tree trimmings <br />and shavings (wood chips), discarded'lumber from home or commercial construc- <br />tion sites, and other miscellaneous wooden wastes. <br /> <br />"Yard waste" means leaves, grass clippings or other organic material created as <br />result of lawn and garden maintenance. <br /> <br /> <br />
