ING <br /> CITY OF RA}~EY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Remsey City Council conducted a public hearing on Tuesday, November 15, <br />19£8 at the Kamsey Municipel Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />E~nnesota regarding redesignating use of Community Development Block Grant <br />(CDBG) funds. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 Sorteberg <br />Councilmember David Bawden <br />Councilmember Steve DeLuca <br />Councilmember A1 Pearson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney William Goodrich <br />Acting Zoning Administrator Merland Otto <br />Community Development Director Mark Banwart <br /> <br />QALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:43 p.m. <br /> <br />PRESENTATION <br /> <br />Community Development Director Banwart stated that the City is risking <br />losing CDBG funds because of non-expenditure of those funds. City Staff is <br />suggesting aggregation of 1985-88 CDBG funds and that they be used to <br />expand River's Bend Park to include a passive use for senior citizens and <br />handicapped persons. <br /> <br />Aating Zoning Administrator Otto stated that City Staff has developed a <br />conceptual plan for the proposed park expansion and met with <br />representatives of the handicapped and elderly. <br /> <br />CITIZEN INPUT <br /> <br />Jack Ippel - 16443 Jaspar Street N.W. - Stated that the park expansion is a <br />good idea and suggested that the City apply for another LAWCON grant. <br /> <br />Mr. Otto replied that the City received a LAWCON grant for development of <br />the northern portion of River's Bend Park only; the possibility of <br />obtaining another LAWCON grant for the southerly portion of the park is <br />remote. <br /> <br />Jack Ippel - Stated that some of the CDBG funds proposed for the park <br />expansion were originally designated for the Economic Development Company <br />Revolving Loan Fund.
