Mayor ¥-eimamn called the meeting back to order at 10:13 p.m. Council proceeded to review the proposed Planning and Zoning findings of fact as amended per the October 26, 1988 City Council workshop and tt~e November 10, 1988 City Staff meeting with Waste Management of Minnesota, Inc · Council consensus was that the following proposed findings shall indicate as follows: 4!72. That the proposed use, as a whole, will not be unduly dangerous to persons residi~'.g or working in the vicinity of the use. That the proIosed use, as a whole, will not be detrimental to persons residing or working the vicinity of the use. f-74. That the proposed use, as a whole, will not substantially adversely impair the use of surrounding property. ~75. That the proposed use, as a whole, will not substantially adversely impair the enjoyment of surrounding property. ~76 · That the. proposed use, as a whole, will be harmonious with and in accordance with the specific objectives of the Comprehensive Plan, etc. Y.~77. That the proposed use, as a whole, will be designed, constructed, operated and maintained so as to be harmonious and appropriate in appearance with the existing or intended character of the general vicinity. #78. That the proposed use will change the essential character of the area, Y;7.o. That the proposed use, taken as a whole, will not be disturbing to existing neighboring uses. #80. Deleted. #83. That the landfill expansion will not be detrimental to the economic welfare of the community. #84. That the proposed use, as a whole, will involve uses, activities, processes, materials, equipment and conditions of operation that will not be detrimental to persons, property, or the general welfare by reason of excessive production of traffic, noise, fumes or odors.
