Resolution ~85-234 transferring community television programming responsibilities from Cable TV North Central, Inc. to Quad Cities Cable Communications Commis sion. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Bawden and Pearson. Voting No: None. Absent: Councilmember DeLuca. Refer to page 9 for further action. Case ~'] ~ ' : : Street ,Imorovement For ]56th Avenue And Hematite S~reet Mr. Raatikka noted that zince the public hearing, the City has received a petition opposing the project that is equal Jn number of signatures to that petition requesting the improvement. Therefore, based on the City Charter, the project cannot go forward. The residents of 156th have the right to ~ubmit a new petition by changing the scope of the project, i.e. deleting tiematit e Street. Mr. Raatikka stated that there is also a drainage problem in the vicinity of 156th and Ramsey Blvd. that has been brought up for discussion several times over the last few years. The City can proceed with the drainage part of the project under the Storm Sewer Taxing District. Mr..Terry Hendriksen - 15631 Ramsey Blvd. - Mr. Hendriksen recalled that at the public hearing for this project, it was brought to Council's attention that road construction and construction of private driveways and ponds have impeded drainage in the are~. Motion by Councilmember Bawden and seconded by Councilmember Pearson to accept the petition opposing the street improvement of !56th Avenue N.W. and Hematite Street N.W. and direct City Staff to send out notices to the residen=s stating that the project has been dropped based on the City Charter. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, ?earson and Bawden. Voting No: None. Absent: Councilmember DeLuca. Mrs. William Tripp and Mr. John Gobernatz confirmed Mr. Hendriksen's comments regarding drainage impediments in the area. Motion by Councilmember ~awden and seconded by Councitmember Pears on authorizing the City Engineer to prepare a drainage study for the area east of Ramsey Blvd. N.W. adjacent to 156th Avenue ~.W., to be funded through the City's General Fund. Further Discussion: Council requested that Mr. Terry Hendriksen prepare a list of names and addresses of any area residents that may be affected by the results of the drainage study. Motion carried.
