Mr. Hartley stated that since it'~ adoption, Ramsey follows the guidelines
of the Charter and it says that a project will proceed if there is a
majority petitioning for it. Burns is in a different situation; the town
board is not obligated to what the majority want.

Bruce Olson stated that he would not be in favor of going forward with the
project considering the amount of opposition that has been expressed.

Mr. Berg stated that Burns has a town board of-3; 2 votes would be required
to approve the project; it does not appear that the project will go forward
based on his and Bruce Ols ons comments.

Mary Smith - Inquired as to how paved roads were approved for Rustic Oaks;
there was opposition to that project.

Dennis Berg replied that more than 80% of Rustic Oaks was in favor of paved
roads; also, the assessment for that project came in at under $2,000.

Mary Smith - Noted that not all of the affected residents in this project
are present.

Other members of the audience noted that most of those people not present
are not in favor of the project.

Mr. Raatikka noted that each year the project costs will increase at least
4-5% just based on inflation; oil prices affect project costs also.

ADJOU%NMENT

Motion by Councilmember 5awden and seconded by Councilmember Pearson to
adjourn the public hearing.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson, Bawden
and DeLuca; Burns Town Board members Berg, 01son and Koehler. Voting No:
I~one.
