Update on park dedication: On January 24, 1989, after a lengthy discussion, the Council consensus was that they were interested in maintaining a minimum 10% park dedication fee that related to the density of development. Council ,,,,'as also interested in lessening the park dedication impact on owners of lin'ge parcels who wish to split off a lot. City Staff was directed to prepare necessao' paperwork for Council reviev,'. A worksho? is scheduled for Wednesday, Februa:T 22, 1989 at 7:00 p.m. to review draft park dedication ordinances. The workshop will include members of the Ramsey Park and Recreation Conunission, Ramsev Planning and Zoning Commission, and the City Council. 9 Update on Mississippi River Trail Corridor: During the month of December 1988, the City received responses from the Anoka Count.',' Parks Department, Metropolitan Council, and EQB recommending denial of final plat approval for Bulow's Addition and Riverview Estates Addition, until which time the City uses a 30 foot trail corridor standard. City Council requested and received a map from staff detailing the corridor (parcel by parcel). On January 10, 1989, the Council directed a number of changes to the corridor map and directed the staff to contact the various concerned agencies and solicit a change in their position pursuant to the proposed trail corridor map. On January 12, 1989, the Ramsey Park and Recreation Commission recommended a 75 foot wide trail corridor West of the proposed Mississippi West County Park. The recommendation also included a single trail corridor 35 feet wide going to the East to a point where it is restricted by existing development. Proceeding East, the trail would then increase to a width of 20 feet (as recommended by City Council), and then again restricted to 17 feet proceeding to the City of Anoka boundary. On Januao, 18, 1989, staff met with Metropolitan Council, EQB, Anoka County Dept. of Parks & Recreation and the developers of Riverview Estates and Bulow's Addition and presented the proposed Mississippi River Trail Corridor map. The results of this meeting is that there is a consensus of the various agencies as to the integrity and layout of the proposed Mississippi River Trail Corridor. Furthermore, the agencies consensus is that West of the Mississippi West County Park, the trail would assume a 75 foot wide trail con-idor up to a point merging into Highway 10 right-of-way (50 foot wide trail corridor width) then resuming to 75 foot wide corridor West of the Wayside Park. East of the Mississippi West County Park, the trail would be a sm=l,, tread 35 feet in width. The trail would then proceed to a restricted 17 foot wide area, again ,Mdening through undeveloped tracks to 20 feet wide and then again to a restricted 17 foot wide area proceeding to the City of Anoka boundary. At this time we are awaiting formal written response from Metropolitan Council and EQB. Once we have received written conf'm-nation, both Bulow's Addition and Riverview Estates Addition can proceed with the platting process. 3. Acquisition of additional land adjacent to Ramsey Municipal Center: Currently, the property immediately North and adjacent to the Municipal Center is going through a minor subdivision to accommodate the UPA substation. Since there is an on-going need for additional City properV to accommodate the possible relocation of the Public Works facility, expansion of garages to accommodate squad cars, access to 153rd Ave. N%V for a Fire Dept., and long-term expansion needs of the Municipal Center, etc. City Council directed City staff to research the feasibility and cost of acquisition of property North and adjacent to the Ramsev Municipal Center.
