As a kickoff to the 1989 MN APA/MPA Conference, the cities of Brooklyn
Park, Champlin, Blaine and Maple Grove will host a training session for
your Planning Commissioners, City Councils and Staff. This session is
modeled after the Planning and Law Conferences that are held throughout the
country by the American Planning Association.

As you are aware, there are a host of issues that lay persons need to have
answers for during the public decision-making process. These include:

Procedures, testimony and exhibits as evidence for potential
litigation

-- Non-conformities
"Taking" issues

-- Spot zoning

-- Grounds for denial of Special or Conditional Use Permits

-- Making findings of fact for variances and rezonings

-- Validity of Cc~prehensive Plan

-- Use of legal opinions

-- Extractions from developers

A panel of municipal attorneys will be addressing these and other issues
presented by the audience.

If you have had recent turnovers on your Planning Commission and/or City
Council ... or if planning recommendations are not quite on target with the
law ... or re-emphasis on legal matters is needed ... or updating members
on various legal issues is in order -- this training should be very
beneficial.

Please clear your calendars to allow your Cc~missioners/Councils/Staff to
attend this cc~plimentary workshop.

~EE~DAY, APRIL 5, 1989

7:30 P.M.

BROOKLYN PARK ~ ACTIVITY (2~qg~R

5600 - 85~]~ AV~gUE NOI~
(Between Zane & Regent Avenues)

Come for a cup of coffee and have what should prove to be a very
informative evening.

/o7
