Mr. Gerald Zimmerman <br />January 31, 1989 <br />Page 2 <br /> <br />5) <br /> <br />7) <br /> <br />8) <br /> <br />The plat has been reviewed by the Park Commission and it is <br />my understanding that the jog in the 75 foot wide park trail <br />on the south boundary of the plat is to provide a trail around <br />the ponding area. Based on water levels in 1985, the area <br />below the 871 contour was under water. Therefore, I would <br />recommend that additional area be dedicated for parkland to <br />provide access around the ponding area. In determining the' <br />amount of park dedication, the area for ponding should be <br />excluded. Since the land dedication is less than 10%, the <br />balance will have to be paid in cash. <br /> <br />Runoff from the culvert across 158th Lane N.W. does not appear <br />to have a positive outlet. Therefore, a means for containing <br />a 100 year flood needs to be shown on the grading plan. It <br />appears that the wetland in the northwest area of the plat <br />will be used as a detention pond. The area in the proposed <br />park is also to be used as a detention pond. Easements for <br />all detention ponds and drainageways to those ponds will have <br />to be provided. High water elevations for all the ponds <br />should be determined and grading of the ponding areas should <br />be shown to provide for storage of the 100 year storm. <br /> <br />Since none of the detention areas have outlets, the building <br />elevations of the lowest floor should be set at least three <br />feet above the highest known water levels as stated in the <br />Environmental Protection Ordinance. <br /> <br />In review of the street plan, we find it is in conformance <br />with standards. However, a profile of existing streets within <br />200 feet of the plat boundary should be provided to show how <br />the proposed streets will connect to the existing streets. <br />Also, the existing cul-de-sacs should be removed at the time <br />of construction. <br /> <br />In review of the lots in Block 2, we find they are long and <br />narrow and do not adopt future resubdivision. A short cul- <br />de-sac off Okapi Street would allow for a better configuration <br />of lots. <br /> <br /> <br />
