The circular arrows beside the final two steps reflect our view that visioning is an ongoing, organic <br />process in which the City constantly will be reexamining the relevance of its vision and refining it. We <br />realize that in this rapidly changing world, that while the core of the vision must serve as a "North Star" <br />to guide the City through these changes, we also must be prepared to alter the course of journey when <br />necessary. <br />To explain the components of the vision we used the following diagram. <br />Ramsey Final Report <br />Grant No. 05 -1237 <br />City of Ramsey <br />T_J11IL E R ONE <br />NT_T11IEER FOT NT_ II E R FIVE, <br />This diagram emphasized that the vision components needed to be interrelated. We also initially strove <br />to limit the number of components to five to prevent the generation of a lengthy list and to force people <br />to both prioritize and, when possible, combine components. <br />The group worked using stacks of cards with the original codes and families to class them into five <br />components. After the first session the group produced the following diagram, which shows the <br />components the group identified. As became our practice, all decisions were made by consensus. <br />Everyone in the group had to agree with the final choice of components. <br />
