CC Regular Session <br />Meeting Date: 03/26/2013 <br />By: Colleen Lasher, Administrative Services <br />4. 7. <br />Information <br />Title: <br />Report from the Personnel Committee - March 12, 2013 <br />1) Resolution to Hire a City Engineer and to Approve a Transition Period with the Engineering Consultant: <br />This case was approved by the City Council after the Personnel Committee made their recommendation earlier in <br />the evening ofMarch 12. No further action is necessary. <br />2) Resolution to Approve a Two -Year Labor Agreement with LELS-Patrol and LELS-Sergeants: Adopt <br />Resolution #13-03-064 to Approve a Two -Year Labor Agreement with LELS-Patrol and LELS-Sergeants <br />Background: <br />Case 1: Resolution to Hire a City Engineer and to Approve a Transition Period with the Engineering Consultant (no <br />further action is needed — see "Notification" below) <br />Case 2: Resolution to Approve a 2-Year Labor Agreement with LELS-Patrol and LELS-Sergeants <br />Notification: <br />Case # 1 was approved by the City Council after the Personnel Committee made their recommendation earlier in the <br />evening, March 12, 2013. No further action is needed. <br />Case #2, please see the attached Personnel Committee packet from March 12, 2013, for additional background <br />information. <br />Recommendation: <br />Case 1: The Personnel Committee recommended the following: <br />1) Hire Mr. Bruce Westby as the City's new City Engineer, effective on April 8, 2013, at $43.67 per hour (step 4 of <br />the 2013 wage scale) with a credit of 5 vacation days; and <br />2) Extend Hakanson Anderson's contract through Mr. Westby's start date of April 8, 2013; and <br />3) Retain Hakanson Anderson for an additional one -month period following Mr. Westby's start date, in order to <br />ensure a successful transition and continuity of service within the City. <br />Case 2: The Personnel Committee recommended that the City Council approve the remaining outstanding items left <br />to be negotiation for the 2013-2014 LELS-Patrol and LELS-Sergeants contract. Note, staff received direction at the <br />February 5, 2013, work session regarding a wages and health insurance amounts; the meeting on March 12, 2013, <br />was specific to the remaining items. <br />As a result of both meetings, all items have been negotiated and staff has come to a tentative agreement with <br />LELS-Patrol and LELS-Sergeant for a 2-year labor agreement, effective January 1, 2013 through December 31, <br />2014, as follows: <br />Wages: <br />2013: 1% Increase to the 2012 wage scale, effective on 01-01-13, for a Cost of Living Adjustment. <br />2014: 2% Increase to the 2013 wage schedule, effective on 01-01-14 for Cost of Living Adjustment and 2% <br />increase effective on 07-01-14, for a Market Rate Adjustment. <br />Insurance: <br />Note: The following 2013 health insurance contributions are the same as the contributions previously approved for <br />
