Planning Commission Housing Assistance Policy Sub - Committee <br />Agenda for Meeting #3 <br />Sub - Committee Purpose Statement <br />The Planning Commission has established an ad -hoc sub - committee to complete a draft Housing <br />Assistance Policy directed by the City Council. The Policy will be considered for adoption by the City <br />Council upon completion of the draft. <br />Background <br />The City Council has directed City Staff to prepare a Housing Assistance Policy to proactively guide <br />review of requests for assistance related to housing developments. The Policy is intended to provide a <br />framework for review to ensure that proposals meet the City's goals and implementation strategies <br />related housing and makes good use of the limited resources available to the City. These resources <br />include, but are not limited to, grants, levies, tax increment financing (TIF), etc. <br />Review of Meeting #2 Deliverables <br />1. Ranking Thresholds <br />Establishment of Project Priorities <br />Staff recommends establishing project -type priorities. This section is intended to be fluid and flexible in <br />order to react to current market conditions and changing variables. The intent of establishing project - <br />type priorities is to ensure that the City is able to achieve its goal of a variety of housing types and <br />ensure that one type is not over - represented or under - represented. <br />Deliverables <br />1. Project Priorities <br />2. Draft of Full Policy for Review <br />Next Steps <br />Meeting #3 completes the core function of the Sub - Committee. The next steps include a review with <br />area builders and developers to verify the effectiveness of the policy. Staff recommends this step to <br />ensure that the policy is able to provide achievable projects. Following that stage, the draft policy will be <br />presented to members of the Economic Development Authority (EDA) and Housing and Redevelopment <br />Authority (HRA) for review prior to forwarding to the City Council for consideration for adoption. <br />
