Case #4: <br /> <br />REQUEST FOR <br /> <br />A CONDITIONAL USE PERMIT TO MAINTAIN A HORSE HOBBY FARM; <br /> CASE OF RHONDA WILLIAMS AND PHILIP SWIGGUM <br /> By: Planning Assistant Sylvia Frolik <br /> <br />Background: <br /> <br />Ms. Rhonda Williams and Mr. Philip Swiggum are requesting a conditional use permit to maintain a horse hobby <br />farm on their property at 17450 Baugh Street Northwest. The subject property consists of two contiguous parcels <br />totalling approximately 4.2 acres. City Code states that a minimum of three (3) acres is required per horse. Ms. <br />Williams is requesting the conditional use permit in order to be able to maintain up to 5 horses at any one time on <br />her property. The subject property is equipped with a barn, two pastures and a riding arena. <br /> <br />As you recall, the Commission conducted a public hearing regarding the request on December 6, 1988. At that time, <br />the Commission also amended the proposed findings of fact but did not adopt same until additional information is <br />rex:eived. The additional information requested by the Commission consisted of the following: <br /> <br />An independent report and recommendation relating to the soundness, suitability and <br />safety of Ms. Williams' operation. (Commissioner Shumway stated that he would <br />request the Minnesota Horse Council to provide such a report). <br /> <br />A map indicating the location of the subject property in relation to the location of those <br />properties opposed to and in favor of Ms. Williams' request, according to the petition <br />received. <br /> <br />Co <br /> <br />A report from the City's Building Official regarding the soundness of the barn and fencing <br />on the Williams property .and an opinion as to the number of horses that can be <br />accommodatd on the subject property. <br /> <br />D. A map indicating the location of other horse hobby farms in the general vicinity. <br /> <br />On Janum3, 3, 1989, the Ramsey Planning and Zoning Commission tabled action on the request for a conditional <br />u~e permit pending receipt of a report from the Minnesota Horse Council. Since that meeting, Commissioner <br />S.~umway has been in contact with the Minnesota Horse Council.
