PLANKING AND ZONING COMMISSION <br />PUBLIC HEAKING <br /> CITT OF £AMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on <br />Tuesday, December 6, 1988 regarding Ms. Rhonda Williams and Mr. Philip <br />Swiggum's request for a conditional use permit to maintain a horse hobby <br />farm at 17450 Baugh Street N.W. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Roy Shumwsy <br />Mr. Jim Holm <br />Mr. Michael Terry <br />Mr. Terry Hendriksen <br />Mr. Jim Howell <br />Mr. Charles LaDue <br /> <br />Also Present: <br /> <br />Community Development Director Mark Banwart <br /> <br />C~ALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:42 p.m. <br /> <br />C%TIZEN INPUT <br /> <br />Rhonda Williams and Philip Swiggum were present. <br /> <br />Larry Ferber - 17501 Baugh Street N.W. - Stated he lives across the street <br />from the applicant and he is opposed to the granting of a conditional use <br />permit · <br /> <br />Kathy Hellersted - 17511 Baugh - Stated that the south side of her <br />property is adjac, ent to the Williams' property and she does not feel that <br />the Ms. Williams has enough property to accommodate 6 horses. In the <br />summer months, she has to put up with the smell and insects. There are <br />several police reports on file regarding Ms. Williams' horses breaking out <br />of the fence, since it was replaced, and wandering on neighboring <br />properties. The new fence is 52 inches high with 3 strands of wire, not <br />barbed or hot and not adequate to hold 6 horses; the lowest strand is 26-30 <br />inches above the ground which creates a potential for animals getting out <br />and children getting in. There is not adequate shelter on the property for <br />6 horses. In the evenings, the horses bang on their water troughs because <br />there is no water. <br /> <br />Larry Ferber - Stated that he called City Hall on December 6 and was told <br />that Ms. Williams' property totals 4.2 acres, not 6.6; Ramsey ordinance <br />requires 3 acres per horse; Ms. Williams has been in violation of the code <br />since she moved into the home; the property is zoned Residential, not <br />Agricultural.
