-4- <br /> <br />OPERATION <br /> <br />The licensee shall not conduct operations on the far west side of the <br />landfill between May 1 and September 30 except that operation which is <br />more than 500 feet from the west property line may be allowed, provided <br />the licensee effectively controls and prevents nuisances. In the event <br />that the licensee fails to effectively control and prevent nuisances, <br />the Department may summarily suspend that portion of the license which <br />allows operations on the far west side of the landfill. <br /> <br />If sufficient turf is not established thi: :umme~ on terminated areas, <br />the licensee shall reseed these areas by ~ and September !~-~1988. <br /> <br />The licensee will prevent the soil migration of combustible gas or vapors <br />onto adjacent properties and will conduct monitoring consisting of at <br />least the following: <br /> <br />Weekly methane measurements at the property line gas monitoring <br />probes. <br /> <br />Daily inspection, exclusive of Sundays and holidays as set forth in <br />Minn. Stat. Section 645.44, subd. 5., of the operation of the venting <br />system to insure its proper operation. <br /> <br />Recording of all gas measurements, venting system inspection results, <br />service and maintenance activities, and operating problems in a gas <br />monitoring log which will be maintained on the site. These records <br />shall be available at all times for review, inspection, and copying <br />by the Department. <br /> <br />Prompt notification of the county whenever: 1) the methane <br />concentration at any property line probe equals or exceeds 1% (except <br />as provided in 5 e.); or 2) the methane venting system, or portion <br />thereof, has been or will be out of service for more than 12 hours <br />(exclusive of normal weekend down time). <br /> <br /> <br />
