There are markets
available in Wisconsin for the tire chips. Chipping tires for fuel supply will help to
eliminate the problem of illegal tire dumping in the State. The proposed rate for tire
disposal will be $1.00 to $2.00 versus current rates at $5.00-$7.00. Studies have shown
that as an alternative to coal, tire chips burn cleaner. The proposed operation requires
permitting by the State and the County. The State permit has been applied for and a
provisional permit has been granted. Following a 30 day comment period, the application
will be forwarded to MPCA for full board action. At the County level, the application must
be reviewed and approved by Environmental Services, Health Board, County Board.

Mr. Miller presented a video of the proposed operation at this time which also indicated db
readings at various locations around the tire chipper.

Planrdng & Zoning Public Hearin~March 7, 1989
Page 1 of 7
