Case #6: <br /> <br /> REQUEST FOR PREI JMINARY PLAT APPROVAL <br /> FOR NORTHFORK 3RD ADDITION ' <br />BS; Mark S~ Banwart, Community Development Director <br /> <br />Background: <br /> <br />On January 31, 1989, the City received application for North Fork 3rd Addition. <br />The proposed subdRdsion consists of Block One with six lots, Block Two with three <br />lots and Block Three with seven lots. There is a total of 16 lots. The layout of this <br />addition is consistent with the general concept plan and intent of the North Fork <br />P.U.D. For your information, the following items are enclosed: <br /> <br />B. <br />C. <br />D. <br />E. <br />F. <br /> <br />A site location map <br />Proposed subdivision <br />Public hearing notice <br />List of properties notified <br />Affidavit of Publication <br />City Engineer's review (January 31, 1989) <br /> <br />Obse~afio~: <br /> <br />On September 14, 1988, Dennis Peck, representing North Fork, provided the <br />Planning and Zoning Commission with the most recent version of the concept for <br />the development of the remainder of North Fork P.U.D., which includes an <br />eighteen hole golf course. On December S, 1988, Mr. Peck told the Park and <br />Recreation Commission that North Fork agreed to supply 30 acres for park <br />dedication w/th access to a trail corridor. On Januaw 31, 1989, the City received <br />application for the platting of Northfork 3rd Addition. On February 7, 1989, the <br />Ramsey Planning and Zoning Commission tabled sketch plan review of Northfork <br />3rd Addition until which time a Comprehensive Park Dedication Agreement for <br />the Entire NortkforK P.U.D. could be developed. On March 2, 1989, a joint <br />meeting of the Ramsey City Council, Planning and Zoning Commission, Park <br />and Recreation Commission, and Economic Development Commission met to <br />discuss a Comprehensive Park Dedication Agreement for the Ent~r~ Northfork <br />P.U.D. An outcome of this meeting was the creation of a select committee to <br />negotiate final details of such an agreement. On March 9, 1989, the Rsmsey Park <br />and Recreation Cornm~ssion met and approved the sketch plan for North_fork 3rd <br />Addition and to have the Commission withhold the park dedication pending the <br />review of the special committee. On March 13, 1989, the Ramsey Planning and <br />Zoning Commission also recommended sketch plan approval of Northfork 3rd <br />Addition with park dedication requirements being reserved until the <br />Comprehensive Park Dedication Agreement is resolved. On March 14, 1989, the <br />select cornrrdttee met to negotiate the park dedication agreement with North Fork, <br />Inc. and home owners and arrived at a tentative agreement in principle. <br /> <br /> <br />
