Banwart, Community Development Director <br /> <br />Backgroun& <br /> <br />Mr. Dickman Knutson is requesting preliminary plat approval of Juniper Woods, <br />the proposed subdivision of Outlot B, Rum River Estates. The plat consists of 75 <br />single family residential lots meeting the zoning requirements for Urban <br />Residential lots. Mr. Knutson has petitioned the City to extend sanitary sewer <br />and water service to these lots. Mr. Knutson is proposing to construct streets <br />from 150th Avenue, 151st Avenue and 153rd Avenue to provide access to the plat. <br />It is being proposed that the subdivision is developed in two (2) phases. During August 1987, the Developers received preliminary sketch <br />approval and petitioned the Ramsey City Council for sewer and water service. <br />Council ordered the feasibility study. In January 1988, City Council accepted the <br />feasibility report and ordered a public hearing. During February 1988, the <br />Planning and Zoning Commission approved final sketch plan re~iew and <br />recommended that the developer proceed ~ith preliminary plat based on plan "C- <br />1". Also during February, the Park and Recreation Commission indicated that a <br />trail corridor along the Western boundary of the plat satisfy park dedication <br />requirements. Also during February 1988, the Council conducted a public <br />hearing regarding the utility feasibility report and also received the developers <br />petition for interior utilities. The City staff was directed to proceed ~ith efforts to <br />have Outlot B (the proposed Juniper Woods subdivision) brought into the MUSA <br />area. On April 5, 1988, the Planning and Zoning Commission conducted a public <br />hearing for the request for preliminary plat approval of Juniper Woods. At that <br />time, the Planning and Zoning Commission tabled action on the preliminary plat <br />request as not to become prejudicial in selecting one development over another in <br />the ability to get municipal sewer and water. From iX{arch 1988 to present, the <br />City has been actively involved in efforts to extend its Municipal Urban Ser~-ice <br />Area.
