PROPOSED FINDINGS OF FACT WASTE MANAGEMENT OF MINNESOTA, INC. TEMPORARY OFFICE STRUCTURE o o o I0. 11. 12. 13. 14. That Waste Management of Minnesota, Inc., hereinafter referred to as "Applicant", has properly applied for a conditional use permit to utilize a temporary office trailer to provide additional office space for the administration and engineering staff necessary for the management and operation of the vertical expansion of the landfill. That the Applicant appeared before the Planning and Zoning Commission for a public hearing pursuant to Section 170.013D of the Ramsey City Code on April 4, 1989 and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. That the subject property is generally known as 14730 Sunfish Lake Blvd. N.W. and is legally described as follows: The North half of the Northeast quarter of Section 27, Township 32, Range 25, Ano 'l'lm County, Minnesota. That the subject property is located in the I-1 Industrial District and is approximately 20 acres in size. That the Applicant is proposing to place a 12' x 62' temporary office trailer on the subject property. That the Applicant has stated that the temporary structure would be utilized to house two offices and a conference room. That utilizing a temporary structure for office space is not a permitted use in the I-1 Industrial zone. That the Applicant has stated that the temporau structure will be kept on the subject property for the duration of the landfill vertical expansion. That the City of Ramsey issued a conditional use permit to the Applicant for vertical expansion of the landfill for a 3 year per/od commencing January 1, 1989 with a maximum of four successive six month extensions as required to bring the vertical expansion to capacit3'. That the adjoining properties to the north, south and east are zoned I-1 Industrial and the property to the west, across Sunfish Lake Blvd., is zoned R-1 Rural Residential. That the proposed temporary structure will be adequately served by the existing off-street par ~king area and access from Sunfish Lake Blvd. N.W. That the proposezl temporary structure will not increase traffic to or from the subject property. That the proposed tempora.D, structure will not be unduly dangerous or detrimental to persons residing or working in the area. That the proposed temporary structure will not impair the use of surrounding properties.
