PROPOSED FINDINGS OF FACT <br />WASTE MANAGEMENT OF MINNESOTA, INC. <br />TEMPORARY OFFICE STRUCTURE <br /> <br />o <br /> <br />o <br /> <br />o <br /> <br />I0. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />That Waste Management of Minnesota, Inc., hereinafter referred to as "Applicant", has <br />properly applied for a conditional use permit to utilize a temporary office trailer to provide <br />additional office space for the administration and engineering staff necessary for the <br />management and operation of the vertical expansion of the landfill. <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Section 170.013D of the Ramsey City Code on April 4, 1989 and that <br />said public hearing was properly advertised and that the minutes of said public hearing are <br />hereby incorporated by reference. <br /> <br />That the subject property is generally known as 14730 Sunfish Lake Blvd. N.W. and is <br />legally described as follows: <br /> <br />The North half of the Northeast quarter of Section 27, Township 32, Range 25, <br />Ano 'l'lm County, Minnesota. <br /> <br />That the subject property is located in the I-1 Industrial District and is approximately 20 <br />acres in size. <br /> <br />That the Applicant is proposing to place a 12' x 62' temporary office trailer on the subject <br />property. <br /> <br />That the Applicant has stated that the temporary structure would be utilized to house two <br />offices and a conference room. <br /> <br />That utilizing a temporary structure for office space is not a permitted use in the I-1 <br />Industrial zone. <br /> <br />That the Applicant has stated that the temporau structure will be kept on the subject <br />property for the duration of the landfill vertical expansion. <br /> <br />That the City of Ramsey issued a conditional use permit to the Applicant for vertical <br />expansion of the landfill for a 3 year per/od commencing January 1, 1989 with a maximum <br />of four successive six month extensions as required to bring the vertical expansion to <br />capacit3'. <br /> <br />That the adjoining properties to the north, south and east are zoned I-1 Industrial and the <br />property to the west, across Sunfish Lake Blvd., is zoned R-1 Rural Residential. <br /> <br />That the proposed temporary structure will be adequately served by the existing off-street <br />par ~king area and access from Sunfish Lake Blvd. N.W. <br /> <br />That the proposezl temporary structure will not increase traffic to or from the subject <br />property. <br /> <br />That the proposed tempora.D, structure will not be unduly dangerous or detrimental to <br />persons residing or working in the area. <br /> <br />That the proposed temporary structure will not impair the use of surrounding properties. <br /> <br /> <br />
