removed from or shut off from any occupied building or dwelling unit except for such lemporary interruptions as may be necessary while such repairs or alterations are in progress, or during temporary emergencies. SECTION 110.192C - MAINTENANCE OF HEATING FACILITIES: Every heating facility shall be maintained in a safe and good working condition and shall comply with all the following requirements: 1 ) No fuel burning heater shall be of a portable type. 2) Every fuel burning heater shall be properly vented to a chimney or duct leading to outdoor space. 3 ) Every fuel burning heater shall have a fire resistant panel beneath it. 4) Every heater located within three (3) feet of a wall shall be installed as per manufacturer's instructions. 5) Every heater smoke pipe shall be equipped with guards properly constructed of non-flammable material at the point where the pipe goes through a wall, ceiling, or partition and maintain property clearances. ARTICLE Iii: PUBLIC HEALTH REQUIREMENTS FOR SERVICES AND UTILITIES SECTION 110.193A - MINIMUM PLUMBING STANDARDS: All plumbing in every dwelling unit shall be properly installed and maintained in a sanitary, safe, and functioning condition and shall be connected to an approved sewer system. SECTION 110.193B - MINIMUM HEATING STANDARDS: All structures shall have heating facilities which are properly installed and which are maintained in safe and good working condition and which are capable of safely maintaining a minimum indoor temperature of sixty - eight (68) degrees Fahrenheit at an outside temperature of twenty (20) degrees below zero (0) Fahrenheit at thirty-six (36) inches above the floor in all habitable rooms, bathrooms, and water closet compartments in every dwelling unit located therein. Gas or electric appliances designed primarily for cooking or water heating purposes shall not be considered as heating facilities within the meaning of this section. Portable heating equipment employing flame and the use of liquid fuel does not meet the requirements of this section and is prohibited. No owner or occupant shall install, operate or use a heater employing a flame that is not vented outside the structure in an approved manner. SECTION 110.193C - MINIMUM WATER HEATING STANDARDS: Every dwelling shall have water heating facilities which are installed in an approved manner, are maintained and operated in safe and good working condition, are properly connected with the hot water lines, and are capable of allowing heated water to be drawn at every required fixture at a minimum temperature of one hundred twenty (120) degrees Fahrenheit. SECTION 110.193D - UNITS AT OR BELOW GRADE: 1 ) All windows located at or near ground level used or intended to be used for
