Ms. Watson stated that Mr. Karst is committed to operating his business in the most
environmentally safe way possible. The type of service Nh'. Karst provides is a step above
and the answer to junk yards. The feedstock brought to the facili~, will only be on site 3-4
days and then shipped off site. h is estimated that there will be 6 tracks per da.,,' visiting the
site. The furnace operations ,.,,'ill not create noise; there is some noise created by the crane
operations but it is not a consistent noise. There are no odors associated with the operation
of the furnace. The feedstock brought to the site by trucks is too heavy to fall off and litter
roadways. Reports indicate that there are no visible emissions from the furnace as it is
currently operated and even less emissions will be realized with the addition of a bagger
house. The furnace is not of a size that would require EPA and MPCA pertaining. Mr.
Karst is willing to annually les: the emissions from the furnace operation. Oi! drippings is
a concern at the Hassan facility as that is where thc parts are disassembled; by the time the
pans arrive at the Ramsey faciiity there will only i~ a oil residue on the surface of the parts.
There are no plans to process wire at the faciliB7.

Ms. Watson stated that Mr. Karst has been located at the Hassan facility for one vcar and
has made significant improvements to the property. Mr. Karst is commhed to making
improvemenls to the Ramsey propcrt.,,, as well which include hardsuffacing, hmdscaping,
screening and bringing the building up to code. Mr. Karst locating at the former Ofledahl
facility will create jobs and free up economic developmcat revolving loan funds for mher
rises.

Commission::r Holm inquired as to why Mr. Karson is splitting his operation int.,2 two
locations.

Mr. Karst replied that he has other plans for expanding the Hassan operation that do not
include sufficient room for the meh down operations; it is more econon'fical to relocate the
melt down opeation to an existing building rather than building a new faciliw.

ADJOURNMENT

Motion by Commissioner LaDue and seconded by Hendriksen to adjourn the public
hearing.

Motion carried.
