pertinent to the park and recreation function. <br /> <br />E. COMPOSITION <br />The commission shall be composed of a chairman and six members. <br /> <br />F. MEMBERS METHOD OF SELECTION - TERM OF OFFICE REMOVAL <br /> 1. The chairman shall be selected annually by a majority vote of the commission. The <br /> chairman may be removed by a majority vote of the commission. The chairman shall have <br /> the following responsibilities in addition to those otherwise described herein: <br /> a. Preside over all meetings of the commission. <br /> b. Appear or appoint a representative to appear, as necessary, before the city advisory <br /> commissions and the City Council to present the viewpoint of the commission on <br /> matters pertaining to the park and recreation function as it relates to business under <br /> consideration by said commission or City Council. <br /> c. Review all City Council, Planning Commission and other advisory commission minutes <br /> and inform the park and recreation commission of matters relevant to the park and <br /> recreation function. <br /> d. Provide liaison with other governmental and volunteer units in matters relating to the <br /> park and recreation function, e.' Prepare agendas for each commission meeting. <br /> 2. A vice chairman shall be appointed annually by the chairman.The vice chairman shall <br /> perform such duties as may be assigned by the chairman and shall assume responsibilities <br /> of the chair in the absence of the chairman. <br /> 3. Members of the commission shall be appointed by a majority vote of the City Council for <br /> terms of three years, except that any person appointed to fill a vacancy occurring prior to <br /> the expiration of the term for which his predecessor was appointed shall be appointed only <br /> for the remainder of such term. <br /> 4. Members of the commission shall be residents of the City of Ramsey while serving on the <br /> commission and shall represent a broad range of interest in the park and recreation <br /> function. <br /> 5. The commission became effective on their first meeting on October 23, 1975. <br /> 6. Commissioners may resign voluntarily or may be removed from office by a majority vote <br /> of the City Council. Three consecutive unexcused absences from duly called commission <br /> meetings shall constitute automatic resignation from office. Vacancies in the commission <br /> are to be filled by City Council appointment with a majority vote. <br /> 7. Commissioners shall serve without compensation. <br /> <br />G. RULES AND PROCEDURES <br /> The commission shall adopt such rules and procedures not inconsistent with these provisions <br /> as may be necessary for the proper execution and conduct of business. <br /> <br />H. MEETINGS <br /> Regular meetings shall be held at least once a month with date and time determined by the <br /> commission. Special meetings may be called by the chairman. All meetings shall be public <br /> meetings and open to the public. <br /> <br />EX-OFFICIO MEMBERS <br />The mayor may appoint a council member of city staff person as an ex-officio member of the <br />commission privileged to speak on any matter without a vote, and the ex-officio member <br />shall provide a liaison between the commission and city council. <br /> <br /> <br />
