CITY COUNCIL <br /> PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, },,larch 28, 1989 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding <br />proposed Street Improvement Project #8%2 for 156th Avenue N.W. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 Pearson <br />Councilmember Stephen F. DeLuca <br />Councilmember Richard Cich <br /> <br />Also Present: <br /> <br />City Administrator David Hanley <br />City Anomev William Goodrich <br />Community ~evelopment Director Mark Banwart <br />},ir. Merland Otto/Hakanson Anderson and Associates <br /> <br />Members Absent: Councilmember Kenneth Peterson <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:22 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Otto recalled that this paving project was proposed in 1988 and included Hematite <br />Street. The City received a petition from residents on Hematite opposing the street <br />improvements. This resulted in the project being reduced to 156th and 300 feet onto <br />Hematite to incorporate the total boundaries of two comer parcels that access onto 156th <br />and would be included in the project. <br /> <br />In areas where there are functional ditches, a rural ~'pe street section will be used; where <br />them are no functional ditches, a suburban type street section will be used. <br /> <br />Drainage in the project area has been researched and there is one driveway that is acting like <br />a damn and impeding drainage flow; a culvert will be installed to relieve the situation. <br /> <br />The total project cost is estimated at $47,600; 16 units are proposed to be assessed; the per <br />unit cost is estimated at $2,975.00, amortized over a 10 year period. <br /> <br />The project schedule is such that plans and specs could be ordered in Ma3'; bids received in <br />June, construction beginning in Jul3'; assessments hearings held in September. <br /> <br />John Zobava - 6840 156th Avenue N.W. - Stated that he is in favor of the project but he <br />opposes the project cost being increased by going 300 feet onto Hematite as residents of <br /> <br />City Council Public Hearing&larch 28, 1989 <br /> Page 1 of 4 <br /> <br /> <br />
