Mr. Moss reiterated that the project at Sunfish and Hwy. #10 will not benefit him or his neighborhood. Mr. Raatikka noted that when storm sewer projects arc necessary closer to Mr. Moss' neighborhood, that project cost will also be shared by the entire Mississippi Taxing District. Dale Winch - 708 Bardford Avenue - Champlin - Stated that he owns property in Ramsey along I-lwy. #10 that experienced flooding in past years because of drainage flow from tile north. Mr. Winch stated that he understands that the pipe at Sunfish and Hw. #10 has to be oversized to provide an outlet for the drainage from the north side of Hwy. #10 to the river. Mr. Winch inquired as to how the project costs area assessed. Mr. Raati ~kka stated thru tile project costs are levied to property taxes based on assessed valuations. Therefore, the project cost is rolled into the property taxes and qualifies as a tax deduction. Mr. Hartley noted that the Mississippi Taxing District is used to pay for construction of trunk storm sewers; developers are expected to develop and pay for storm sewer laterals. Development of storm sewer trunks is expensive and the C/ty feels the best way to handle those costs is to spread them over a larger area so the system can afford to be started and it is assumed that the oversizing of the outlet is of benefit to the entire area. Winslow Holasek - 1159 Andover Blvd. - Stated that he owns propert.' in Ramsey and inquired if the exempt areas will be taxed for this particular project. Mr. Raatikka replied that there are certain areas that are exempt from project costs until 1992. Those areas exempted have paid for their storm sewer improvements but it is felt by 1992 those systems wiI1 be in need of maintenance and repair and should then be included in the Mississippi Taxing District to cover those needs. Winslow Holasek - Noted that taxes will increase even.,time there is a trunk project or a maintenance/repair project in the Mississippi Taxing District. Don Anderson - 14440 Bowers Drive - Inquired if his area is one of those that is exempt until 1992. Mr. Raati 'kka replied that Mr. Anderson's area is exempt. An Bulow - 6346 Hwy. #10 - Stated that when he developed Bulow's Addition, he paid for a storm sewer system and he should bt. exempt from the Taxing District until 1992. Mr. Raati2a replied that he thought the storrn sewer system Mm Bulow is referring to was paid for by the Taxing District but he will research the matter.
