CC Regular Session 4. 8. <br />Meeting Date: 04/09/2013 <br />Submitted For: Patrick Brama By: Patrick Brama, Administrative Services <br />Information <br />Title: <br />Adopt Updated MUNICIPAL CENTER FACILITY USE & RENTAL POLICY <br />Background: <br />The Municipal Center Facility Use and Rental Policy establishes rules, regulations, definitions and a fee schedule <br />that guide the use of available conference rooms located within the Ramsey Municipal Center. <br />The Municipal Center contains five (5) conference rooms available for use by the public or outside organizations. <br />Available rooms include: Alexander Ramsey, Lake Itasca, Mississippi River, Rum River and Trott Brook. <br />The purpose of this case is to update the facility use policy. <br />Update Summary: <br />• Update fee schedule for consistency <br />• Address Homeowners Associations (HOAs) <br />Notification: <br />NA <br />Observations: <br />(1) Update fee schedule <br />Staff has received feedback that fees for home owners associations (HOAs) to use smaller rooms are too high ($20 <br />today). Some HOA's meet in small groups each month. In an attempt to compromise with customers, Staff <br />recommends reducing the "general public --resident" (i.e. HOA) rate to $15 for smaller rooms. <br />Additionally, staff would like to make the fee structure relationship between "for profit -residents" and "general <br />public -residents" consistent. <br />Previous Structure: <br />For Profit -Resident $100, 75, 50 <br />General Public -Resident $50, 30, 15 <br />Proposed Structure (2x factor) <br />For Profit -Resident $100, 60, 30 <br />General Public -Resident $50, 30, 15 <br />The proposed rates result in a slight reduction for "for -profit Ramsey businesses." <br />(2) Address Homeowners Associations <br />Previously, determining the user status of homeowners associations was not addressed in the facility use policy. <br />Therefore, users were not treated the same on a consistent basis.. Recently, an issue has risen to the surface <br />regarding the fee structure used for Homeowners Associations (HOA). Some HOA's were being charged business <br />rates and some HOA's were being charged nonprofit rates. <br />Business Rates: $100, 60, 30 <br />
