Case #10: Review Of Comprehensive Park Dedication Agreemen! Of
Entire Northfork P.U.D.:

Mr. Banwa.'-'t stated that both the Park and Recreation Commission and the Planning and
Zoning Commission approve the land dedJc~tion format reflected in the Northfork Park
Dedication Agreement. Regarding the issue of cash dedication for propert3es we:et of
Andrie Street, tile Park and Recreation Commission has recommended that there be no
relief provided in lieu of the golf course being developed in Nonhfork and retaining the
cash dedication requirement as currently written. The Planning and Zoning Commission
has recommended that a cash dedication of $500/]ot be required at the time of final plat for
those properties west of Andrie Street.

/','ir. Peck was present representing North Fork, Inc. and stated that 550 acres o: tile 1250
acres is being set aside as open space which represents a sufficient amount of land to
address the entire Northfork P.U.D. in land dedication terms and includes a golf course for
public use. North Fork is also substantially minimizing the City's obligation to provide the
residents of Northfork with on-site recreational facilities as Northfork is contributing
$250/lot ~o the homeowners association to develop on-site amenities. North Fork feels
these items should offset the requirement for cash dedication for lots wes~ of Andrie Street.

Mayor Reimann inquired as to how the Rum River Hills development was handled.

Mr. Goodrich replied that contingent upon the golf course being open to the public, Rum
River H~lls received a 100% credit for park dedication requirements.

Mr. Otto stated that the park dedication ordinance Northfork_ is currently operating under
requires a cash park dedication of 10% of the market value or $500, whichever is ~eater.
In lieu of the land dedication and other amenities in Nor~hfork, a $500 cash maximum is
being suggested for properties west of An&fie Street.

Mr. Peck stated that North Fork, Inc.'s proposal is that park dedication requirements west
of Andrie Street would be fulfilled provided the golf course is developed and dedicated for
public use and $250 per lot is contributed to the homeowner's association for open space
~mprovements.

Motion by Councitmember Peterson and seconded by Councilmember DeLuca to a?prove
an amendment to the Park Dedication A~eement for the entire Northfork P.U.D. tsar
specifies a $500.00 per lot cash payment at the time of ffmal plat approval for the area west
of An&'-ie S u-est.

Motion ca~ed.
