Otto stated that the city received one bid for Parks Maintenance Service Project #89-1
in the am:~unt of $41,724.50 to maintain a portion of the City's parks. If Council
determines to contract for park maintenance services, staff recommends award of the bid to
J.T. Noonan. 52. Otto noted that the proposed resolution also authorizes negotiating with
the contractor to change the scope and cost of work to be done.

Mr. Hartley noted that the City has expended approximately $40,000+ in previous years to
maintain all of the City parks, but not to the level specified in the park maintenance
proposal.

Mayor Reimann stated that con=acting for maintenance of one half of the city parks will
provide the city with data to use in comparing contracting out to in-house maintenance.

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt
Resolution #89-04-86 accepting bids for Parks Maintenance SeN, ices and awarding a
corm'act for such improvement.

Further Discussion: Councilmember Peterson inquired about past discussions regarding
establishing a pro,am to hire students for park mainteance sen, ices. Mr. Hartley replied
that the summer.,,, student hiring programs involve youths 13-15 years in age; such a
program requires a substantial amount of supervision and should not be entered into
expecting a complete park maintenance prog-ram. Councilmember Peterson noted teat the
City of Anoka hires high school students for all of the City's park maintenance.
Coun:ilmember Cich stated that there are a lot of parks in Ramsey that only need mowing,
which is something students can do.

Motion canded.
