The Commission noted the following Planning and Zoning Commission meeting minutes:

1)

Planning and Zoning Commission public hearing and regular meeting minutes dated
April 4, 1989.

2 ) Planning and Zoning Commission special meeting minutes dated April 18, 1989.

COMMISSION BUSINESS

Case ¢1 Reauest for Sketch Plan Review of Gordon's Gardens. 2nd. Addition
Case of Mr. Harley A. Gordon

Merland Otto recommended that the Commission accept cash to satisfy lhe park dedication since
no park or trail was proposed in this area.

The consensus of the Commission was to recommend that the City Council accept cash or fair
market value to satisfy park dedication fees.

Case #2 Review Draft Public SidCwc~lks and Treil~ays Ordinance

Merland Otto distributed a preliminary ordinance on sidewalks and trailways for information
and future discussion. He told the Commission that the proposed ordinance is aimed at
classifying a sidewalk system versus a trail system.

Merland Otto briefly discussed financing of the trail system, and distributed information
regarding Champlin and Lakeville. Using Lakeville's structure as an example he indicated to the
Commission that as of right now we have a park fee of $500 per dwelling, the new ordinance
asks for $425.00 per 'dwelling. We could go $425.00 per dwelling and add an additional
$75.00 to be dedicated to the trail system, or we could stay with the $425.00 and allocate a
certain percent for the trail system.

COMMISSION INPUT

None,

ADJOURN

The consensus of the Commission was to adjourn the meeting at 7:30 p.m.

ResPectiuliy Sub?tted,

.;.
