He asked if the entrance
location to Highway 56 has been determined. Mr. Banwart explained that the original
Conditional Use Permit for this prope~, indicated there would be an entrance only access.
Currently customers park on Highway 10 or use the Highway 10 driveway which causes
congestion. He pointed out that signs can be used to facilitate better traffic movemer~t. He
also suggested that off-street parking be required. The Commission directed staff to verify the
location of the entrance.

Commissioner Hendriksen stated that there are several instances in Ramsey where the
stipulations for a Conditional Use Permit are repeatedly in violation, and it is difficult for the
City to enforce since a good faith effort is not being made by the applicant.

Motion by Commissioner Hendriksen, seconded by Commissioner Terry, to direct the City
Attorney to investigate wordage that can be added to future Conditional Use Permits which
places a performance bond, ¢eposit, special assessment against the prope~,, or monitory
insurance in the Ci~,'s hands to cover expenses incurred for enforcement of the Permit, with
this report coming before the Commission for their recommendation to Council.
