Councilmember moved the adoption of the following findings of fact: PROPOSED FINDINGS OF FACT REZONE JUNIPER WOODS FROM R-IR TO R-1U MR. D!CKMAN KNUTSON, BLH DEVELOPMENT COMPANY JUNE 23, 1989 1) 2) 3) 4) 5) 6) 7) 8) 9) lO) 11) 12) 14) That Mr. Dic 'kman Knutson of BLH Development Company, hereinafter referred to as "Applicant", has properly applied for a rezoning of Juniper Woods from R-1 Rural Residential to R-1 Urban Residential. That the Applicant appeared before the Planning and Zoning Commission for a public hearing pursuant to Section 170.013C of the City Code on July 10, 1989 and that said .: public hearing was properly advertised and that the minutes of said public hearing are :::hereby incorporated by reference. That the property, which is proposed to be named Juniper Woods, is legally described as follows: Outlot B, Rum Acres Estates, Anoka Count3,, Minnesota That the subject property is approximately 33 acres in size. That the subject property is currently zoned R-1 Rural Residential. That the subject property is surrounded by R-1 Rural Residential zoning. That on March 31, 1988, the developer submitted a subdivision application proposing to develop the subject property with 75 single family residential lots and a petition requesting the extension of sanitary sewer and municipal water to the subject property. That the subject property is located within the City's Urban Area but outside the i990 Urban Area. That on January 26, 1989, the City of Ramsey submitted a formal application to the Metropolitan Council for a Comprehensive Plan amendment for a MUSA boundary expansion, a portion of which would facilitate the proposed Juniper Woods. That on July 13, 1989, the City of Ramsey received Metropolitan Council approval of a Comprehensive Plan Amendment to expand the MUSA boundary. That the proposed rezoning will be in accordance with the objectives of the amendment to the Comprehensive Plan. That according to the City's Comprehensive Plan prior to an), amendment, the subject area was intended to ultimately be served by sanitary sewer and municipal water. Therefore, the rezoning will not change the intended character of the area. That according to the City Assessor, the proposed rezoning will not impair the market value of any surrounding property.
