Motion by Councitmember Cicb and seconded b',' Councilmember Pearson to approve Kearn Ward's site plan for Skelgas contingent upon compli:,nce with the recommendations of the Planning and Zoning Commission and with the items contained in the Cily Engineer's report dated June 6, 1989, with the following exception: ti~e area to be blacktopped will include that area for parking in front of the office building and the driveway access from the parking lot to Hwy. # l 0. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson, Peterson and Cich. VotingNo: None. Absent: CouncilmemberDeLuca. Case #6: Request For Preliminary Plat Approval For Dellwood Hills Addition: :~Mr. Banwart stated that the proposed plat consists of 23.9 acres, is located south of Ct.,,,. ~-Road #63 and west of Bison Street and is proposed to be developed with 9 single family residential lots. The Planning and Zoning Commission recommended preliminary plat approval of Dellwood Hills subject to the conditions listed in the City Engineer's report dated April 27, 1989, specifically, that the applicant be required to improve or arrange for improvement of Bison Strteet N.W. at least from Ct),. Road #63 to 171st Avenue. Also, that park dedication would be satisfied by a cash payment. The applicant, Lee Hennen, was present and stated that it is not economically feasible for him to improve Bison Street from Cry. Rd. #63 to the entrance to his proposed plat, I71st Avenue, for the purpose of developing 9 lots. Mr. Hennen stated that he has talked to residents along Bison Street and the5' are not ready to blacktop at this time. l¥'u'. Hennen stated that he would be willing to deposit an escrow with the City for each tot in Dellwood Hills that abuts Bison to help defray the cost of improving Bison when the residents of that street are ready to request blacktop. Mayor Reimann suggested that Mr. Hennen pursue the paving of Bison with the affected residents along Bison and the owner of property south of the proposed Dellwood Hills as the cost sharing by many might make the paving of Bison a favorable project at this time. Motion by Councilmember Pearson and seconded by Councilmember Peterson to approve the preliminea3, plat of Dellwood Hills Addition contingent upon resolution of the issue to pave Bison Street south of Cry. Road #63. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson, Peterson and Cich. VotingNo: None. Absent: CouncilmembsrDeLuca. Council recessed at 9:25 p.m. Mayor Reimann called the Council meeting back to order at 9:38 p.m. Case #7: Discuss Park Dedication Fee Amount For HY-10. Ramsey 4tB Addition: Mr. Hartley recalled that HY-10 4th Acdition received final plat approval on October 11, 1988; pursuant to the park dedication ordinance in effect at that time, park dedication was to be a cash payment equal to 10% of the market value of the land ($97,400) or $9,740.00; City Council/June 27, 1989 Page 10 of 15
