• • • • • PROPOSAL OF RANDALL, GOODRICH and HAAG, P.L.C. • FOR THE CITY OF RAMSEY LEGAL SERVICES • • TO: The City of Ramsey, Anoka County, Minnesota, its City Council, and its City • Administrator • DATE: April 5, 2013 • • Randall, Goodrich and Haag, P.L.C. (the "Law Firm ") hereby respectfully submits its proposal • for both CIVIL and PROSECUTION legal services or in the alternative for Civil Legal Services • only or Prosecution Legal Services only for the City of Ramsey (the "City "). • FIRM BACKGROUND • • The Law Firm consists of two members, William Goodrich and Michael Haag and associate Joseph Van Thomme. Mr. Goodrich focuses primarily on the civil or general counsel side of the Law Firm's municipal work, along with also supervising and assisting with prosecution work as needed. The emphasis of Mr. Van Thomme's work is on municipal criminal prosecution and • litigation, including court appearances, drafting formal complaints, motions, and computer and • legal research. Mr. Haag focuses his practice on business and corporate law, municipal law and estate planning work. The Law Firm has been engaged in the municipal practice of law for over • 40 years, and currently represents the Cities of Ramsey, Bethel, and Linwood Township in • Anoka County. The Law Firm has primary responsibility for all legal needs for Ramsey and • Bethel, and handles the civil law needs of Linwood Township. • INDIVIDUAL ATTORNEY QUALIFICATIONS • • William K. Goodrich. Mr. Goodrich will continue to be the City Attorney in the event the Law • Firm is . selected as a result of this RFP. Mr. Goodrich has been involved in all aspects of municipal law since October 1970. He has represented the City of Ramsey since October 1970, including guiding the City through its incorporation in 1974. In addition, he has been the • primary attorney representing the City of Bethel since 2003. Mr. Goodrich also is the • supervising partner for the City's prosecution legal work and assists with the Law Firm's day -to- day criminal prosecution work including court appearances. • Through his years as City Attorney for the City, Mr. Goodrich has gained a wealth of experience • with Minnesota municipal law, including, of course, charter city law. Mr. Goodrich's experience with the City includes drafting the first city code; drafting or supervising /reviewing virtually all • City ordinances, including franchise ordinances; drafting countless City Council resolutions and • City Council cases; drafting numerous legal agreement documents including deeds, easements, • simple to complex City contracts; including joint power agreements, leases, purchase • agreements, TIF agreements and many other contracts and legal documents on a day -to -day basis as required by the City in its many operations. In addition, Mr. Goodrich assisted in the drafting • of the City's comprehensive plan and amendments. • • • • 1 •
