Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #13-06-087 <br />A RESOLUTION ADOPTING FINDING OF FACT #0912 RELATING TO A REQUEST <br />FROM LINDA EIDEM FOR A CONDITIONAL USE PERMIT TO MAINTAIN FOUR <br />HORSES ON PROPERTY THAT CONTAINS 2.5 ACRES OF LAND. <br />WHEREAS, the City of Ramsey received an application from Linda Eidem for a <br />conditional use permit to maintain two (2) horses on 2.5-acres of land on the property generally <br />known as 8010 176th Ln NW and legally described as follows: <br />Lot 6, Block 4, DEERWOOD, subject to easement of record, Anoka County, <br />Minnesota <br />(the "Subject Property"). <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br />1. That on May 6, 2013, Linda Eidem, hereinafter referred to as the "Applicant", properly <br />applied for a conditional use permit to maintain two (2) horses on the Subject Property. <br />2. That the Subject Property is approximately 2.50 acres in size and is located within the R-1 <br />Residential (Rural Developing) District. <br />3. That the Subject Property and surrounding parcels are zoned R-1 Residential (Rural <br />Developing). <br />4. That maintaining of horses is subject to City Code Section 10-24 (Horses) (the "Code"). <br />5. The Code allows two horses on the Subject Property as a conditional use. <br />6. That the Applicant proposes to maintain the two (2) horses on the Subject Property as <br />indicated on Exhibit A, attached hereto (the "Sketch"). <br />7. That the Sketch indicates an area enclosed by fence measuring approximately seventy-five <br />(75) feet by 185 feet (13,875 square feet or 0.31 acres). <br />8. That the Applicant shall be required to maintain the two (2) horses in accordance with City <br />Code Chapter 10. <br />9. That the Applicants appeared before the Ramsey Planning Commission for a public hearing <br />pursuant to Section 117-51 of the City Code on June 6, 2013, and that said public hearing <br />
