Case #11

REVIEW OF CUL-DE-SAC LENGTH AND STREET WIDTH STANDARDS
OF SUBDIVISION ORDINANCES
By: Mark S. Banwart, Community Development Director

Background:

Currently the Subdivision Ordinance of the City Code specifies a maximum cul-de-sac length of
six hundred feet (600'). From time to time, a variance is granted to provide for a longer cup
de-sac length due to unique characteristics to the lay of the land, land characteristics or
configuration of the land parcel.

Recently, the City has received a number of proposed plats to be developed in the urban area.
Currently the City of Ramsey requires street width is sixty-six feet (66') to facilitate
placement of utilities, ditches and slopes typically associated with a rural street section.

Observations:

On July 10, 1989, the Ramsey Planning and Zoning Commission directed the City Engineer to
supply a report reviewing cul-de-sac design standards.

On July 25, 1989, the Ramsey City Council directed the City Engineer to review street right of
way widths in other communities and requested the Planning and Zoning Commission to provide
recommendations back to City Council.

Recommendations:

Staff recommends that the current six hundred foot (600') maximum cul-de-sac length remain
unchanged.

Staff recommends minor streets in urban subdivisions be reduced from sixty-six feet (66') to
sixty feet (60').

Staff also recommends that the sixty-six foot (66') street width standard for minor streets in
urban, residential areas which will require greater than thirty-one foot (31') street widths
remain at the sixty-six foot (66') width.

Furthermore, Staff recommends that the arlerial (MSA) road right of way widths remain at
eighty feet (80').

Commission Action:

Motion to recommend change/no change in the current six hundred foot (600') maximum length
for cul-de-sac streets.
