The <br />Citv's next opportunity to amend it's MUSA boundary may not be until the year 20()0. <br /> <br />Jean Schlueter - Criticized the City for making piece meal amendments to the <br />Comprehensive Plan to benefit one person. <br />Commissioner Deemer stated that the MUSA boundaries were amended to include vac.':nt <br />lands for developnmnt; Gorham's Sandy Acres and Rum Acre Estates are not included in <br />the MUSA boundaD'. <br /> <br />Don Jazdzewski - 15231 Salish Street N.W. - Stated that the citizens expressed dislike for <br />developing Juniper Woods as an urban neighborhood 9 months ago and now again; <br />inquired as to wha~ the Commission is basing it's approvals on. <br /> <br />Commissioner Hendriksen stated that there were meetings conducted regarding the <br />proposed plat of Juniper Woods and concern for smaller lot sizes was expressed; <br />adjustments were made to some of the lot sizes; the Commission assumed that based on <br />that, the opposition went away. <br /> <br />Don Jazdzewski - Inquired as to what it will t',ie to keep the City from approving Juniper <br />Woods as proposed. Juniper Woods is not consistent with tile surrounding area. <br /> <br />Dorothy Stadfelt - Inquired about the City's goals and if it is the City's intent to get as <br />much municipal sewer and water into the city as possible. <br /> <br />Commissioner Deemer stated that the Metro Council is forcing tile City to limit <br />development to 10 acre minimum lot sizes in non-sewered areas. <br /> <br />Chairman Zimmennan stated that it is Ramsev's goal to have a minimal number of <br />additional lots in the rural area and develop it's sewer and water area. <br /> <br />Don Jazdzewski - Repeated that two non-resident developers wanted sewer and water; a lot <br />of residents didn't want sewer and water development; on that basis, why is the City <br />approving it? <br /> <br />Commissioner Deemer stated that the City needs to deal with the facts; the fact that the <br />residents do not like Juniper Woods developing with sewer and water is an opinion. <br /> <br />Mr. Banwart stated that based on a Supreme Court decision, cities cannot legally make any <br />distinction of ownership relating to land use. The city would be held liable for making <br />decisions based on distinctions. <br /> <br />Dorothy Stadfelt - Inquired if she could develop an apartment building on a lot that got <br />included in the MUSA boundary. <br /> <br />Mr. Banwart replied that an aparnnent building could be developed if the lot were zoned for <br />multi -family. <br /> <br />Sharon Dahl~en - 6328 143rd Lane - Stated that the residents of Rum Acres are being <br />discriminated against by forcing urban development next to rural development; where does <br />discrimination stop? <br /> <br />Planning & Zoning Commission Public HearinffJuly 10, 1989 <br /> Page 3 of 6 <br /> <br /> <br />
