There shall be at least 14 off-street parking spaces provided and clearly designated as such. <br /> <br />All off-street parking spaces, driveways and car display areas shall be surfaced with <br />blacktop. The additional blacktopping required by the site plan improvements shall be <br />completed by ,1989. <br /> <br />To insure that the site is developed in accordance with the approved site plan, the <br />Applicants shall provide a cash escrow, certificate of deposit, letter of credit or performance <br />bond in an amount equal to 150% of the estimated cost of the improvements as estimated <br />by the City Engineer. <br /> <br />9.
