PROPOSED FINDINGS OF FACT <br />CONDITIONAL USE PERMIT AMENDMENT <br />JEHOVAL WITNESS KINGDOM HALL <br />13751 Dolomite Street N.W. <br /> PIN 34-32-25-13-0019 <br /> as of September 28, 1989 <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />5) <br /> <br />6) <br /> <br />7) <br /> <br />8) <br /> <br />9) <br /> <br />lO) <br /> <br />12) <br /> <br />13) <br /> <br />14) <br /> <br />That Dwight Ekwall, representing the Jehovah Witness Kingdom Hall, and hereinafter <br />referred to as "Applicant", has properly applied for a conditional use permit amendment to <br />have an apartment within the church; with said facility being located in the B-1 Business <br />District, for which a conditonal use permit was issued in 1978. <br /> <br />That the Applicant appeared before the Ramsey Planning and Zoning Commission for a <br />public hearing pursuant to Sections 170.016 and 170.013D o' the Ramsey Cib' Code on <br />October 3, 1989 and that said public hearing was properly advertised and that the minutes <br />of said public hearing are hereby incorporated by reference. <br /> <br />That the subject property is generally known as 13751 Dolomite Street N.W. and is legally <br />described as follows: <br /> <br />Lot 1, Block 5, RD, rERSIDE WEST, Anok~ County, Minnesota <br /> <br />That the subject proper9, is zoned B-1 Business and is approximately one acre in size. <br /> <br />That Section 170.016F of the Ramsey CiB, Code does not include residential dwelling units <br />as a permitted use in the B-1 Business District and indicates that other uses may be <br />permitted upon obtaining a conditional use permit. <br /> <br />That the property, to the south is zoned R-1 Urban Residential and the proper9, to the north, <br />west and east is zoned B-1 Business. <br /> <br />That on February 27, 1978, the City of Ramsey issued a conditional use permit to Jehovah <br />Witness Kingdom Hall to construct a church in the B-1 Business District. <br /> <br />That on September 12, 1989, the Applicant applied for a conditional use permit amendment <br />to have an apartment in the lower level of the Jehovah Witness Kingdom Hall facility. <br /> <br />That the Applicant has stated that the apartment would be used to accommodate visiting <br />ministers and church officials. <br /> <br />That the Applicant has stated that the apartment would be utilized approximately 18 weeks <br />per year. <br /> <br />That there are no other similar permitted conditional uses; that is, a residential use in a B-1 <br />Busines District. <br /> <br />That on May 26, 1987, the Ramsey City Council denied a request for a permanent <br />residential dwelling unit in the B-1 Business District on the upper level of a pizza <br />restaurant. <br /> <br />That the proposed use will have no impact on traffic to the premises. <br /> <br />That the proposed use will not adversely impair the use of surrounding properties. <br /> <br /> <br />
