lO) <br /> <br />11) <br /> <br />13) <br /> <br />~4) <br /> <br />16) <br /> <br />18) <br /> <br />19) <br /> <br />20) <br /> <br />21) <br /> <br />22) <br /> <br />That the City's Community Development Department indicates that there is currently not a <br />demand for multi-family zoning. <br /> <br />That the Metro Council's letter of review dated June 30, 1989 regarding Ramsey's request <br />for a Comprehensive Plan amendment indicates that the CiD, should place a major emphasis <br />on the development of housing affordable to low and moderate incomes, including <br />affordable multi-family housing. <br /> <br />That the Metro Council letter of review dated June 30, 1989 also indicates that the City is <br />providing for affordable housing to low and moderate incomes through single family <br />housing. <br /> <br />That the Highway #10 Corridor Study of 1987 stated that population and employment <br />growth indicators substantiated a need for 50 acres of commercial development in the next <br />15 years and that the City's 1990 MUSA has approximately 200 acres of commercially <br />zoned undeveloped land. <br /> <br />That the proposed rezoning of that portion of the subject property currently zoned B-1 <br />Business would reduce the City's current inventory of commercial zoning in the MUSA <br />area by one-twentieth. <br /> <br />That Map #10 dated 4/1/82 of the City's Comprehensive Plan designates three areas for <br />urban business zoning aimed at providing convenience retail shopping for residents: 153rd <br />Avenue N.W. and Hwy. #47, south of Hwy. #10 between Sunfish Lake Blvd. and <br />Ramsey Blvd. and a part of that area proposed to be developed as FLEISCHER'S 2ND <br />ADDITION. <br /> <br />That development of retail shopping within the Urban area has developed at Hwy. #47 and <br />Cry. Rd. #116 and is proposed to be developed south of Hwy. #10 between Ramsey Blvd. <br />and Sunfish Lake Blvd. <br /> <br />That the proposed rezoning will not substantially impair the use or market value of any <br />surrounding property. <br /> <br />That the proposed rezoning Mil/will not be in accordance with the specific objectives of the <br />Comprehensive Plan. <br /> <br />That the proposed rezoning will not change the essential character of the area. <br /> <br /> <br />
