Mr. Hartley stated that City Council took action to adopt a resolution stating their intent to <br />adopt an ordinance to implement the 4 in 40 densiB, policy; they also adopted a resolution <br />stating their opposition to that density policy. The purpose, of this meeting is to tell the <br />property owners what the City has committed ikgelf to do and what City Council's intention <br />is with respect to that density policy. The intent is to implement the 4 in 40 tensity policy <br />and following that, fight to change that policy. <br /> <br />Ragna Pearson - Inquired as to what the park dedication will be with respect to 4 units on <br />40 acres. <br /> <br />Mr. Otto replied that under the park dedication ordinance recently adopted, there would be <br />park dedication requirement for the subdivision. The lower densities would have <br />dedication requirement of 7% rather than 10%. <br /> <br />Ron Hunt - Inquired if there would be additional park dedication requirements when the <br />balance of a parcel subdivided according to the 4 in 40 density is developed. <br /> <br />Mr. Otto replied that if with resubdivision, density would double and triple, then there <br />would be more park dedication requirements placed upon the parcel; park dedication would <br />strictly be based on the number of new lots being created if it is a greater density than was <br />allowed under the present zoning ordinance at the time. <br /> <br />Ragna Pearson - Inquired as to who is responsible for the property taxes on the <br />undevelopable land under the 4 in 40 policy and what becomes of that forever <br />undevelopable land. <br /> <br />Mr. Otto stated that the owner of the undevelopable land is responsible for the property <br />taxes. The options for ownership can be determined by platting undevelopable land as an <br />outlot, or it can become common ownership by each of the lots developed on a parcel or it <br />can be split into 10 acre lots of ownership. <br /> <br />Mr. Hartley stated for those interested, there are subdivision packets and copies of the park <br />dedication ordinance available. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adjourn <br />the special City Council meeting. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson.
