CASE #12: <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT TO OPERATE A <br />RECREATIONAL VEHICLE SALES LOT IN THE I-1 INDUSTRIAL DISTRICT; <br /> CASE OF MARK MANTHEI AND ROBERT MC ELHANEY, W.S. MOTORS <br /> By: Planning Assistant Sylvia Frolik <br /> <br />Background: <br /> <br />Mr. Mark Manthei and Mr. Robert McElhaney of W.S. Motors have applied for a conditional use <br />permit to operate a recreational vehicles sales lot in the I-1 Industrial District, specifically at 14250 <br />Sunfish Lake Blvd. N.W. The subject site and building are currently owned by Gordon Oftedahl <br />and occupied by G.O. Racing. Upon approval of the conditional use permit, W.S. Motors would <br />enter into a joint ownership agreement with Gordon Oftedahl for the subject property. <br /> <br />Th{2 proposal is that W.S. Motors would occupy the offices and one shop stall in the building. The <br />shop stall would be used to clean recreational vehicles in preparation for resale. G.O. Racing <br />would continue to occupy the remainder of the shop area. The applicants are proposing to paint the <br />building, inside and out, and provide interior improvements to the offices and bathroom facility <br />which include paint, wallpaper, carpeting and ceramic file. That area of the property proposed for <br />vehicle display is currently paved. The applicants are proposing to replant a small lawn area in <br />front of the building and plant flowers at both of the site accesses. <br /> <br />Thc following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br />g) <br /> <br />Application <br />Site location map <br />Site plan <br />Public hearing notice <br />Properties notified <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Observations: <br /> <br />The subject property is in the 1990 MUSA area and City Staff feels that recreational vehicle sales is <br />not the best and highest use of this I- 1 Industrial property once sanitary sewer and municipal water <br />are available. In addition, City Staff is anticipating changes to the zoning classifications to require <br />higher performance standards in this particular area of the I-1 Industrial District because it will be <br />served by sanitary sewer and municipal water. <br /> <br />Recommendation: <br /> <br />City Staff is suggesting that if the Planning and Zoning Commission intends to recommend <br />approval of the request, that the conditional use permit include an expiration date in order to retain <br />the opportunity for the property to redevelop at standards consistent with what is projected for this <br />area in the near future. <br /> <br /> <br />
