Case #7: REQUEST FOR PRELIMINARY PLAT APPROVAL OF TROTT BROOK PONDS ADDITION; CASE OF GERALD J. BAUER By: Mark S. Banwart, Community Development Director Background: The proposed subdivision has an are of approximately 153 acres and consists of 58 Rural Residential lots. The average density is 2.6 acres per lot. The existing and proposed zoning is R- 1R Rural Residential. The property is generally located in the North Half of the Northwest Quarter, the North Half of the South Half of the Northwest Quarter and that part of the West Half of the Northwest Quarter lying West of 1he center line of State Highway #47, all in Section 11, Township 32, Range 25, Anoka County, Minnesota. And, that part of the West 224 feet of the Southwest Quarter of the Southwest Quarter of Section 2, Township 32, Range 25, Anoka County, Minnesota lying Southerly of the centerline of Trott Brook. Site location map Proposed subdivision City Engineer's review (September 27, 1989) City Landscape Architect's review (October 2, 1989) Notice of public hearing Public notice mailing list Affidavit of publication Letter from DNR (October 12, 1989) Letter from Anoka County DOT (October 10, 1989) Observations: On September 12, 1989, the City of Ramsey received an application and sketch plan from Gerald J. Bauer for Trott Brook Ponds Addition. On October 3, 1989, the Ramsey Planning and Zoning Commission accepted the sketch plan for Trott Brook Ponds Addition and direct the subdivider to proceed to preliminary plat stage as per the City Engineer's report dated September 27, 1989. It was noted that the old barn on Lot 14 may be under the jurisdiction of the Anoka County Historical Society. On October 12, 1989, the Ramsey Park and Recreation Commission heard the staff recommendation to take land along Troll Brook, the North/South Corridor along the easterly boundary known as Lot 5, Block 1, then going east across Lots 6 through 14, Block 1, along the northerly border of the plat along State Highway #47 down to the southern border of the plat. It was also recommended that the trail corridor be approximately 100 - 125' in width along Trott Brook and a 75' wide trail right-of-way be provided on the easterly side. The remainder amount of park dedication to be satisfied with cash. There was a motion which was adopted by the Ramsey Park and Recreation Commission that the staff recommendation for land be accepted for park dedication with the remainder in cash.
