4 <br /> <br />$ <br /> <br />6 <br /> <br />7 <br /> <br />8) <br /> <br />9) <br /> <br />10) <br /> <br />11) <br /> <br />12) <br /> <br />13) <br /> <br />14) <br /> <br />R-I <br /> <br /> PROPOSED FINDINGS OF FACT <br /> REZONING <br /> CARR ADDITION <br />RURAL RESIDENTIAL TO PLANNED UNIT DEVELOPMENT (PUD) <br /> 11/29/89 <br /> <br />That Irv Carr, hereinafter referred to as "Applicant", has properly applied for a rezoning of <br />Cart Addition from R-1 Rural Residential to Planned Unit Development (P.U.D.). <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Sections 170.013C and 170.016K of the City Code on December 5, <br />1989 and that said public hearing was properly advertised and that the minutes of said <br />public hearing are hereby incorporated by reference. <br /> <br />That the property, which is proposed to be named Carr Addition, is legally described as <br />follows: <br /> <br />The Southeast Quarter of Section 7, Township 32, Range 25, Anoka County, Minnesota <br /> <br />and <br /> <br />The Southwest Quarter of the Southwest Quarter of Section 8, Township 32, Range 25, <br />Anoka County, Minnesota. <br /> <br />That the subject property is 245 acres in size. <br /> <br />That the subject property is currently zoned R-1 Rural Residential. <br /> <br />That the subject property is surrounded by R-1 Rural Residential zoning. <br /> <br />That Section 170.016K of the Ramsey City Code states that the intent of a Planned Unit <br />Development is to preserve desirable land characteristics and open space and to protect <br />sensitive environmental features such as steep slopes, poor soils and trees. <br /> <br />That Section 170.016K of the Ramsey City Code states that a Planned Unit Development <br />shall provide a minimum of twenty percent (20%) for private or public open space air <br />recreational uses. <br /> <br />That the subject plat contains floodways that the City is interested in accumulating for storm <br />water management. <br /> <br />That the subject plat contains property that the City is interested in accumulating for it's <br />multi-use trail system. <br /> <br />That the preliminary site plan for Carr Addition indicates that <br />preserved for park and storm water management purposes. <br /> <br />% of the land will be <br /> <br />That the preliminary site plan indicates a proposal to develop Carr Addition with 72 single <br />family residential lots at least one acre in size and at an average density of 1 lot per 3.4 <br />acres. <br /> <br /> <br />
