4) 5) 6) 7) 8) 9) 10) 14) 15) R-1 PROPOSED FINDINGS OF FACT REZONING RUM RIX, PER BLUFF RURAL RESIDENTIAL TO PLANNED UNIT DEVELOPMENT (PUD) 11/29/89 That Juniper Ridge Partnership, hereinafter referred to as "Applicant", has properly applied for a rezoning of Rum River Bluff from R-1 Rural Residential to Planned Unit Development (P.U.D.). That the Applicant appeared before the Planning and Zoning Commission for a public hearing pursuant to Sections 170.013C and 170.016K of the City Code on December 5, 1989 and that said public heating was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. That the property, which is proposed to be named Rum River Bluff, is legally described as follows: Government Lot 3, Section 19, Township 32, Range 24, Anoka County, Minnesota. That the subject property is 60 acres in size. That the subject property is currently zoned R-1 Rural Residential. That the subject property is surrounded by R-1 Rural Residential zoning. That Section 170.016K of the Ramsey City Code states that the intent of a Planned Unit Development is to preserve desirable land characteristics and open space and to protect sensitive environmental features such as steep slopes, poor soils and trees. That Section 170.016K of the Ramsey City Code states that a Planned Unit Development shall provide a minimum of twenty percent (20%) for private or public open space air recreational uses. That the subject plat contains floodways that the City is interested in accumulating for storm water management. That the subject plat contains property that the City is interested in accumulating for it's multi-use trail system.
