Case #7 <br /> <br /> REQUEST FOR PRELIMINARY PLAT APPROVAL OF <br /> RUM RIVER BLUFF ADDITION AND PUD; <br /> CASE OF JACK MILLER <br />By: Mark S. Banwart, Community Development Director <br /> <br />Background: <br /> <br />The proposed subdivision has an area of approximately 60 acres and would consist of 24 rural <br />residential lots. The average size is 2.5 acres per unit. The existing and proposed land use is R- <br />1R Rural Residential District. The property is located on Government Lot 3, Section 19, <br />Township 32, Range 24, Anoka County, Minnesota. The P.I.N. is 19-32-24-32-0001. For your <br />infom'mtion, the following items are enclosed: <br /> <br />A) <br />B) <br />C) <br />D) <br />E) <br />F) <br />G) <br /> <br />Site Location Map <br />Proposed PUD <br />Landscape Architect's Review (October 31, 1989) <br />City Engineer's Re'~4ew (October 31, 1989) <br />Notice of Public Hearing (November 1, 1989) <br />Public Heating Notification List <br />City Engineer's Review (December 5, 1989) (Available at meeting) <br /> <br />Observations: <br /> <br />On November 2, 1989, the City of Ramsey received an application and sketch plan from Jack <br />Miller for Rum Pdver Bluff Addition. <br /> <br />On November 2, 1989, the City of Ramsey received an application from Jack Miller to rezone the <br />proposed Rum River Bluff Addition from R-IR (Rural Residential District) to a PUP (Plang_e_d <br />Unit Development). <br /> <br />On November 6, 1989, the Ramsey Planning and Zoning Commission tabled this case until their <br />special meeting scheduled for November 21, 1989. <br /> <br />On November 9, 1989, the Ramsey Park and Recreation Commission recommended acceptance of <br />the sketch plan subject to modifications suggested on November 9th with the condition that a <br />suitable vehicle access be worked out. The Ramsey Park and Recreation Commission also <br />reserves the right to review the possibility of an island park dedication at its December 14, 1989 <br />meeting. <br /> <br />On November 21, 1989, at a special meeting of the Ramsey Park Planning and Zoning <br />Commission, the Commission tabled the sketch plan for Rum River Bluff pending a <br />recommendation from the City Engineer regarding constructing Juniper Ridge Drive N.W. as a <br />through street, reconfiguration of the plat to at least connect with Oneida Street N.W. to the north, <br />clarification of existing easements to Outlot A of Stanhope Privet Hills Addition, a recommendation <br />from the Ramsev Park and Recreation Commission regarding park dedication requirements and <br />providing for 20~1 feet of street frontage at the park area. <br /> <br />Recommendations: <br /> <br />Staff recommends preliminary plat approval (PLrD concept plan) as per the City Engineer's Review <br />dated December 5, 1989. <br /> <br /> <br />
