Case #1 Review Draft Park Dedication Ordinance <br /> <br />Mayor Reimann stated that the purpose of this meeting is to review the proposed draft ordinance <br />for park dedication. <br /> <br />Councilmember DeLuca read through the following concerns that were brought up at the City <br />Council special meeting with the developers: 1) The procedure of developing land <br />2) Thoroughfare streeting 3) Placement of major parks 4) The placement of a trail system <br />in the City of Ramsey 5) Park dedication fees at other Cities 6) Having someone attend a <br />few of the Council meeting and Park meeting a other Cities 7) A Community survey. <br /> <br />Commissioner Zimmerman expressed that there was a lot of support for Central Park but he <br />feels that the City of Ramsay needs a long term plan for parks. <br /> <br />Commissioner Hetland stated that in lhe last five years the City of Ramsey has not acquired any <br />land for parks or park dedication, other then the trail system. <br /> <br />Commissioner Hendrikson said that he did not believe developers should have the right to <br />develop a private park. <br /> <br />Mayor Reimann said that he feels it is the developers right to put in a private park, but he also <br />feels that the developers should not expect a private park to satisfy the City's park dedication <br />requirements; they will still be required to pay the per dwelling amount decided upon. <br /> <br />Bill Goodrich stated that the phrase "10% or fair market value" raises a lot of problems. We <br />need a thorough definition of what "10% or fair market value" means. <br /> <br />Mayor Reimann stated that he feels that if the City were to charge a certain fixed figure for park <br />dedication it could solve most of the problems we are having with the 10%. <br /> <br />Commissioner Hendrikson stated that if the City goes with a flat fee they will lose money. <br /> <br />Councilmember Peterson told Commissioner Hendrikson that what the City loses in one area <br />they will make up in another. <br /> <br />Mayor Reimann suggested accepting a flat fee for park dedication instead of "10% or fair market <br />value." <br /> <br />A majority of everyone present was in agreement with the Mayor. <br /> <br />Bill Goodrich suggested that this subject be resolved by the City Council and those present <br />agreed. <br /> <br />COMMISSION INPUT <br /> <br />None. <br /> <br />CITY COUNCIL/PLANNING & ZONING/PARK & RECREATION - MAY 11, 1989 <br /> Page 2 of 3 <br /> <br /> <br />
