The following Council minutes were noted: <br />1) City Council regular meeting minutes dated August 14, 2007 <br />2) City Council regular meeting minutes dated August 28, 2007 <br />3) City Council regular meeting minutes dated September 11, 2007 <br />PUBLIC HEARINGS /COMMISSION BUSINESS <br />Case #1: Request for an Amendment to a Conditional Use Permit for Diamonds <br />Sports Bar and Grill; Case of Diamonds <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7:03 p.m. in <br />order to call the public hearing to order. <br />Public Hearing <br />Chairperson Nixt called the public hearing to order at 7:03 p.m. <br />Presentation <br />Associate Planner Dalnes stated Gary Gruber, the owner of Diamonds Sports Bar and Grill, Inc <br />(Diamonds) is seeking an amendment to his existing conditional use permit to allow music <br />festivals, snowmobile racing, motocross, demolition derby, and rodeos on the property located at <br />7550 Highway #10. The property is situated between Highway #10 to the north and the <br />Mississippi West Regional Park (undeveloped at this time) to the south. The property is <br />approximately 1,000 feet from the Mississippi River and 1,100 feet from the nearest residential <br />property. <br />Associate Planner Dalnes stated that Mr. Gruber has written a letter outlining the specific <br />request. He is requesting a permit to conduct up to 18 events per year. He is not planning any <br />additional lighting or parking, but plans to construct bleachers on the property that would seat up <br />to 750 spectators. He is planning to construct new fencing, and a fence that separates the <br />spectator area from the event area. The applicant specified that no permanent structures or <br />paving would be added. Private security would be hired for every event. No study of noise <br />impacts or grading and drainage requirements has been submitted with the application. <br />Associate Planner Dalnes stated staff is concerned about the intensification of uses and their <br />impact on surrounding properties. Staff believes that additional information is needed before a <br />decision can be made on amending the CUP. Therefore, staff is recommending denial of the <br />request. <br />Citizen Input <br />Chairperson Nixt noted that the City received four separate letters in opposition from three <br />residents in Ramsey and one resident in Dayton. <br />Planning Commission /October 4, 2007 <br />Page 2 of 9 <br />
